大慈無悔 - 慈善志業簡介

在最進步富裕的社會，也有暗角苦難的眾生，何況在那匱乏年代裡的偏僻貧窮「後山」──花蓮。時值二十九歲的證嚴上人，秉承佛陀「無緣大慈、同體大悲」精神，結合四位同修弟子及三十位信眾，成立佛教克難慈濟功德會。從每天增產一雙嬰兒鞋，每日節省五毛錢買菜金，以慈悲喜捨之心，起救苦救難之行，開啟了救貧、救苦、救急、救難的慈善工作。
上人親自帶領弟子深入社會暗角、關懷貧病，走過無數的風霜雨露 ─
「在慈善工作上救濟的方式有長期濟助與急難救助；善款的運用則秉持『誠正信實』；且要一元當作兩元用的去『親手遍布施』。」「慈善是慈濟志業的根基；而慈善工作要達到『直接、重點、務實』，就必須借助訪視。進行訪視可說是福慧雙修──走入案家，看到人間疾苦進而伸援，就是造福；看盡人生形貌而有所悟，即是增加智慧。」
──直至今日慈濟人仍然親耳、親眼、親手、親腳的關懷貧病苦難，一日也不曾停歇，為普天下苦難眾生作怙恃。
從最初一年救濟十三位貧困個案，到70年代颱風賑災進行數千人份的發放，在一次又一次的賑災、濟貧活動當中，歸納出了「勘災、造冊、發放」的準則，也確立了對受助者長期關懷、定期訪視的作法，也成為慈濟日後對應災變的根本程序，於急難時從容運作。
慈濟的每一項救助活動，從訪查、發放到追蹤，都是由委員們親自進行。在受濟者最迫切需要的當下，施予援手，給予物質上的救助及心靈上的溫慰；在政府及其他團體濟助之後，尋找真正需要救助的漏網之魚；該救助的絕不吝惜，不該花的，則一毛錢也不浪費，使善款能涓滴不漏地到達受濟者手中。在濟貧的同時，也會善用智慧，鼓勵貧戶盡快擺脫貧窮的陰影，自立更生；並且在情況改善後，有能力幫助他人時，也捐款救助其他需要幫助的人，以真正達到濟貧、互助的目的。
慈濟的慈善志業由花蓮一地逐步擴展到台灣各地，進而澤被海外。自1991年援助孟加拉水患，揭開國際賑災的序幕，對於受災國家，除了提供糧食、衣被、榖種、藥品的緊急援助外，還援建房屋、協助開發水源、提供義診；關懷項目儘管有別，「尊重生命」的理念卻是始終如一。
隨著經驗累積，建立的「長期濟助」、「急難濟助」、「房屋修繕」、「冬令發放」、「大型賑災」等五大基本模式，至今依舊是最主要的慈善工作型態。
2003年，以「台灣佛教慈濟基金會」之名，正式成為聯合國非政府組織(NGO)──聯合國新聞部非政府組織聯繫單位(The Committee on NGO of the Department of Public Information)的一員。同年，台灣有一群企業家志工為能讓慈濟急難救援，更掌握時效、及時配合供應災區志工的援助工作及物資需求，他們以慈濟大愛的精神和環保理念，成立「慈濟國際人道援助會」(Tzu Chi International Humanitarian Aid Association, TIHAA)，是一個有系統的後勤行政與研發團隊，以提升賑災工作效能。

慈善工作的型態，隨著社會的進步和多元化而更形豐富。許多富有者在從事濟貧工作的同時，心底潛藏的悲憫之愛、助人之忱也跟著被啟發出來，使他們的愛心得到落實的力量；參與慈濟的人數與日俱增，所從事的慈善工作也已由早期的物質救助，提升必須輔以深入的精神疏導和關懷。
除了長期關心照顧戶，帶給他們物質和精神的膚慰外；一些隱藏於社會一角的仁愛之家、獄政機關、身心障礙收容機構也受到慈濟人的關懷眷顧。定期的探訪，以活潑生動的手語教唱、親切溫柔的按摩餵食、感人熱淚的現身說法或帶動資源回收，溫暖了他們淒苦的心田，化落寞的暗角為一方清淨的福田。
儘管時代脈動與社會情勢不斷轉變，慈濟志業也走向更多元的風貌，然而慈善基本精神，從教富濟貧到濟貧教富的內涵不曾改變。慈濟重視的不只是救濟、援助的成效，更在乎啟發人性善的良能，讓越來越多的人願意盡一己之力的人，且能在付出中「自我成長」－－教富濟貧，是富者因施而樂，學習付出愛心濟助貧困，找到生命的意義；濟貧教富，啟發貧困者富有愛的的心懷，走出生命的幽谷。
